Landowners (rural vs industrial growth), mobilized peasants (zapatistas) Never able to broadly distribute resources (especially socially) Balanced interests to stay in power for a long time. Politicians expect the pri to win the elections. Politicians want to join the pri b/c if they get the nomination > they will win.
