States and governments play a large role in immigration through the policies that they adopt to regulate immigration. States with high immigration flows allow this with the policies that they have and how they enforce these policies. The majority of people living in countries in the top 10 would like to either keep immigration levels the same or decrease them. Russia, united kingdom, spain = 50% wanted less immigration. United states = 40% wanted less immigration. There is a gap between immigration policies enacted by states and immigration policies desired by the people. It"s interesting to see how unpopular open migration policies are in countries that have the most immigrants. There is a gap between public opinion on levels of immigration and immigration policy in democracies. Collective action problem - powerful interests experience concentrated benefits from immigration while the costs are distributed widely across less organized interests.
