Not all natural rights will be included. Am rev ended 1781 with battle of yorktown. Treaty of paris signed 1783, us declared independent. Immediately after doi signed, statesmen began working on constitution draft: 1st version: articles of confederation. They saw country as separate states together in a confederation. Representation in congress not proportion (not population based) just equal by state.
