Weber"s ethic of responsibility: self-help and the priority of force. No state is prepared to give up the possibility of gaining individual advantage over the rest. Sovereignty and independence get in the way of rational world peace. J. j. rousseau: e. g. stag hunt cooperative endeavors don"t work because someone will shoot the rabbit instead of helping get the deer.
