Civil conflict (internal wars, insurgency, ethnic violence) The number of internal wars has increased dramatically near the end of the cold war but has declined since 2000. War between factions within a state trying to change the entire system of government, to replace people within, or split a region off as a new state. Neighboring states, ethnic communities, revenues from natural resources or narco trade. Irregular forces operating in the midst of civilization populations. Purpose to harass and punish enemy-- no direct confrontation. Wear down enemy to effectively liberate territory. Decolonization from 1940-1970 resulted in a large number of financially, bureaucratically, and militarily weak states. Resulted in the high number of internal wars in 1990s. States that lack capacity to maintain order within its borders. Breeding ground for insurgencies and civil war. Resource curse: high levels of income inequality. Groups that perceive themselves as relatively worse off to mobilize in an attempt to seize goods.
