1790: first congress enacted a law requiring owners of ships to buy medical insurance for their seamen. First time congress enacts a law related to health coverage. Seamen came back sick from the tropics with malaria/small pox and they didn"t have family to fall back on, and they would end up in the hospital. A lot of the congressmen who voted for this also was there to pass the constitution. First president to attempt health care law: theodore roosevelt. Otto credited for health insurance in the west. At the end of the 19th century, communism sweeping the west and he"s afraid of its influence on the industrial workers and that they will join the socialist parties. He wanted it to run by the state but people didn"t trust him that much. 1883: chancellor of germany, otto von bismarck instituted comprehensive set of welfare programs, including health coverage. Wanted the loyalty of his people during the rise of communism.
