Taxes via the equal field system (not actually equal, aristocracy, aristocrats got more land and got tax exemptions. ) Government offices, were given based on recommendation or from father to son. Emperor had a stroke, was weakened, eventually died, so wu became the sole region while her son. Worked to limit power of aristocracy and military leaders. Buddhism as favored religion of the state.
