Higher pleasures: intellect, sympathy/empathy, imagination, justice, honesty, fairness. Animal pleasure might make us content, but not more happy. Look at money, info, power/authority, org structures. Intent is what makes an action good . Free will gives us dignity and worth. Criticisms: humans are different, compromise could make everyone equally unhappy.
