Institutional recruiting programs shall be fiscally responsible: regardless of institutional size or wealth, institutions should have fair opportunities to recruit prospects, should you be able to do better recruiting with a larger budget, keep up with recruiting trends. Permissible recruiters: only countable coaches are permitted to be off-campus recruiters, excludes: volunteer coaches, graduate assistants, non-coaching sport specific staff (director of operations), other athletics staff, spouses, boosters, etc. Contact rules: no off-campus contact with a hs prospect until july 1 after his/her junior year in hs or the opening day of class in senior year. June 15th after sophomore year in men"s hockey: men"s basketball contact at prospect"s high school during junior year, but not during class. It is held on consecutive days at a single site. In-person, off-campus recruiting contacts and evaluations are permissible: evaluation periods, off-campus assessments of the academic qualifications and athletics ability of prospects are permissible, no off-campus contacts, quiet period.
