Modern states require speci c forms of authority and organization ! But elected leaders also still have to have som charismatic appeal! Politicians and bureaucrats are supposed to be public servants rather than self-servants! Doesn"t agree with weber"s idea that there"s a difference between authoritative and coercive states! Believe power derives from already having authority through different forms of coercion/ violence! Racketeering > when the source of protection and violence are the same! Empires are less centralized > the further you move from the center (in this case, rome), the power becomes less concentrated! Wasn"t worried about uniting everyone into one people !
