Inequality in higher education: only a fraction of minority and low-income students go to college. Many people today are totally overqualified for their jobs: you do not need the skills you gain with the degree to do a lot of jobs, but it is still a qualification. Affirmative action: a set of policies that use race, ethnicity, sex, or other factors in decision-making in order to integrate institutions, ex: mandatory busing, affirmative action in college began in 1960s. In 1996, california passed proposition 209, which prohibited the use of race in any government hiring or public university admissions decisions in california: washington, florida, and texas soon followed.
