The court makes a distinction between political and racial violence. Only racial violence is reachable under the equal protection violence. The supreme court opinion is much more skeletal but agrees with. Have their source prior to const. in god, nature, etc. The constitution declares the rights but isn"t the source of them. Federal corrective power letter b on the handout. Puts emphasis on the rights in the civil rights act of 1866. These rights are created by the document itself. Constitution created a right to slave property. The right to vote is a created right.
