Very few studies find evidence of vote buying, most studies conclude that there is not vote buying. Exxonmobil uses lobbying in order to gain access to and to mobilize legislators. Got an organization to cooperate with them and their lobbyists called state legislators and asked for a meeting. Told the scheduler that they want to come and meet with the legislator because there are several donors in town that want to talk to then. Told the scheduler that they want to come and meet, but did not mention anything about donors. Legislator"s office was much more likely to schedule a meeting if they mentioned that donors were going to accompany the lobbyists. Cannot establish relationship between independent spending, outside spending, and any of the roll call votes. Allowed corps and unions to give unlimited funds to super pacs for them to use outside of the campaign.
