Autocracy: preference falsification = nobody speaks out against gov"t difficult to determine whether it is seen as legitimate. Civil war = fighting w/in country over legitimacy of gov"t , types . Autonomy : this gov"t has no right to rule us replace gov"t. Secession : we want our own country separate gov"t. All sides in civil war use violence to advance cause. Consequences of struggles over legitimacy: rebels attack legitimacy of gov"t gov"t. Int"l consequences does not see rebels as legal equals lack of reciprocacy: merciless treatment of enemy. Int"l intervention spillover effects: war spreads. Small units weaker than gov"t forces attack only when have advantage. Live off population areas of contested control. Insurgents blend in w/ civilians civilians = victims of both sides b/c gov"t suspects them & insurgents manipulate them. Provide public goods legitimacy of gov"t .
