Important successes of rationing was that it was fair and did take into account certain differences. Standardized but wasn"t completely inflexible and was quite humane. Evacuation, large scale system of categorizing and moving people particularly children in a systematic way, doing so in a way that is relatively fair and standardized. Parts that could feel cold, some people did see it primarily as a cold thing, but it also saved lives.
