The scene of a mass disaster/fatality, part 2. Prevention of individual or small-scale acts of violence from becoming mass atrocities. Protection of internationally-guaranteed rights of individuals and civilian populations. Prosecution of those who violate human rights. Began in the 1980s, and has covered crises in over 40 countries.
