People told to leave pets, but were not reunited. People let pets, risked own safety to return for them. Any event that overwhelms an area and its exising resources that are needed to respond to the event: man-made and natural. People may not evacuate or may delay evacuaion. Also may risk coming back to the scene early to retrieve pets. Ap poll: 86% of owners considered pets to be members of the family. 70% dog and 62% of cat owners would risk their lives for their pet. 28% would ignore a nuclear atack evacuaion to stay with their pet. 44% of pet owners chose not to evacuate for hurricane katrina because they were unwilling to leave their pets behind. Government oicials refused to help owners with their pets. Pet owners and the government were not prepared for pets in emergencies. Requires states seeking federal emergency management agency (fema) assistance to accommodate pets and service animals in evacuaion plans.
