Act by a parent or caretaker that results in death, serious physical or emotional harm, sexual abuse, or exploitation. Goes back to puritans: good parents had the moral duty to defeat expressions of sin such as stubbornness, willfulness, and disobedience. Only few cases were reported for physical abuse or sexual abuse. Child maltreatment is not equally likely in all families: parents with low incomes or lacking education or who participated in a poverty program were five times more likely to maltreat their children. Figure 11. 1: rates of maltreatment per 1,000 children, 1993 and 2005 to 2006. Social surveys suggest a higher prevalence than indicated by the national incidence study of. Child abuse and neglect: 17 percent of the women and 12 percent of the men said they were touched sexually before puberty. Incest: sexual relations between a child and her or his parent, brother, or sister.
