Not more peaceful, but they are less likely to ght with each other. Three components: the civil constitution of every state should be republican (democracy), the law of nations shall be founded on a federation of free states (organizations), the law of world citizenship shall be limited to conditions of universal. Seven subcategories of political rights and civil liberties. Three areas: executive recruitment, executive constraints, political competition. Evidence that democratizing states may be more con ict prone. Use the institutions to negotiate and resolve problems. Non-democratic states do not have these norms of compromise.
