A new racial order was a retrenchment of pre-civil war policies and practices- and some new ones The new south was supposed to be an era of industrial and agricultural prosperity. Major attraction for northern investors was the south"s low wages and taxes. Little need for manufacturing and skilled labor in the south. Networks of black institutions: schools, churches, businesses and women"s clubs. Labor market sharply divided along racial lines. Black men were excluded from certain jobs.
