Didn"t matter if johnson accepted them or not. So many rep. so can override all johnson"s vetoes. Question of what to do with displaced people. Those in south who had to evacuate or homes destroyed: freedmen"s bureau. Johnson tried to shut it down, cong. does opposite and gives more money. 1st 15th months, gave 13 million rations. Sent teachers (white northern women) to teach in barracks. Howard u. name from former union general- most famous all black u. Treated more than 1/2 million people in south. City police, judges, etc. were white southerners so no justice for aa. Set up own courts: reconstruction act 1867 *not going to be id on test but may be part of essay. Disappear as cong. negates laws passed during reconstruction. Cong. plan for how former conf. states come back to us.
