Type of government or state they are in. As centralization increases, the status of officials over citizens/civilians organization superiority increases. And fewer penalties if they offend against civilians. We hear a lot about killings by police. Still relatively rare, but highest amongst similar countries. Citizens kill citizens 10x more often than police do. Police subject to internal review but little or no criminal punishment. Indictments are given but like candy, except with cops. Police get the benefit of the doubt with ambiguous cases. Ex: mike brown (ferguson) and eric garner (nyc) Even if police are charged, full conviction is unlikely. Police often kill in large numbers and with premeditation. Consequentially, it is very hard to convict police officers. Occasional exceptions if high status supporters (ex. State can kill huge numbers of people without punishment. But upward killings unleash the most severe sanctions. Getting away with murder is just 1 part of autocratic o. s.
