State security (border protection), regime security (ability to hold on to power - not necessarily a place), national security (protection of interest of group that exist within and across state borders), individual security (individual physical security, financial security) A reserve of power an individual can call upon to achieve goals. Presidents have most political capital at the beginning of a presidency. Helpful for understanding that power can be very different (ex. president vs. prime minister vs. oligarch)
