National government was just for coordination- let states run their own affairs. States= had the most power, national government weak. National= no power for treaties, taxes, commerce, could not take action without consent of 2/3 of states. Could not protect people from domestic violence or foreign invasion. In 1787 55 delegates met to create a new form of government. James madison (new architect of constitution) and others. Debated a new form of government that is not too work or too strong. Hoped the government would last longer than 30 years by jefferson"s prediction.
