Framers intentionally designed a system where the president can act quickly in times of national crisis. President is best situated to organize a coordinated response. A lot of the power that the president now has was given to him by. Ex: lincoln suspended habeas corpus during the civil war. President has the military (basically) at their disposal. Congress can cut off funding for wars, but that would make them look bad. War powers act of 1973- president must inform congress within 48 hours of sending troops abroad and an operation must end within 60 days. Not really helpful in stopping the president. Countries can receive ambassadors and in turn recognize new countries. Treaties require vote in the senate. Ex: wilson negotiated the league of nations but the senate did not ratify the treaty.
