To be morally worthy an action must be done out of duty, not out of inclination. The moral worth of an action done out of duty comes from the maxim that determines the action, not from the consequences of the action. If you give to charity it may turn out that the charity is fraudulent and your money does not help anyone. But if you have given out of duty, your action is still morally praiseworthy because you have followed a c correct maxim even if the results are not what you intended, and you have not provided benefit for others. Duty is respect for the moral law. The first proposition above shows it can"t be any kind of inclination. I should never act except in such a way that i can also (rationally) will that my maxim should become a universal law .
