Origi(cid:374)ally (cid:272)reated rules usi(cid:374)g the (cid:862)offeror syste(cid:373)(cid:863: cpsc did not issue rules by itself it advertised the area of rulemaking and received proposals from offerors to write the rules. Inefficiencies, poor enforcement, slow in writing rules, and industry oppositions made for a poor start. 1978 reauthorization modified the offeror process and encouraged voluntary standards.
