Private citizens acting collectively to make demands to the state: express their interests, preferences, and ideas in the public sphere, check the authority of the state and make it accountable. Civil society may be civic, issue-oriented, religious, and educational: some may be ngos. Putnam (1993): civil society as social capital: asked why southern italy tended to be much less stable and much less conducive to economic development and prosperity than did those that existed in northern italy. Wrote letters to government agencies, conducted interviews and opinion surveys. In the south individuals rarely belonged to any social or political organizations. Contention: the pursuit of collective goods largely outside of formal political institutions.
