Illiteracy- inability to read or write in any capacity in any language. Consequence is the total dependence on others when gathering information for decision making; illiteracy prevents participation in society; isolation causes a disparity. Cost of adult literacy is 17 million dollar loss in income, tax revenue, welfare, unemployment, crime, incarceration and training in business. Those who are illiterate in english are usually also illiterate in their native language. Literate people can read in sentences and paragraphs. Ability to use printed and written information to function in society; literacy is the ability to join and process words. Skills based literacy- word level reading skills; higher level literacy such as comprehension.
