Is a collection of states/actors with a constitution who strive to remedy a problem through bureaucratic means. Relatively stable set of constitutive, procedural and regulatory norms (duffield) (sovereignty can be an institution) Issue specific focused governing arrangements: there are procedures, so governments are actively creating regimes, they can be based in institutions like sovereignty; states are conscious actors because they take active behavior; here, the behavior is deliberate. What is the relationship between these three concepts: all ios are regimes, all regimes are institutions, but you cant go the other way: Debate (neoliberalism vs. neorealism); biggest growth in field, ios become fashionable to study again in great detail what is rational for you may not be rational for all of us; ios ensure we make the rational choice. Networks are just actors and behaviors while regimes can be actors and ideas.
