(a) voting (b) joining interest group, (c) signing a petition, etc, etc. (a) prominent figures (b) institutional rules (c) public policy debates. Combine several measurements of different aspects of the concept into a single measurement of the entire concept. Example - political participation is the concept. We will measure whether they voted and whether they contacted a politician and whether they joined an interest group etc. Each of these measures a different aspect of political participation.
