Just war theory part 1: jud ad bellum and the bush doctrine. International law governing use of force- core of international legal system: jus ad bellum (right to war)= when you can initiate conflict, jus in bello (conduct of war) Theories are old- augustine, plato, old testament, etc. Realists: not interested in theory because it cannot be enforced: intl law does not matter, no world gvt= anarchy. This only matters if states want to do it. Liberalists: value importance of institutions (like laws) in shaping state behaviors: intl law is at it"s core.
