Geneva only applies t regular forces: enemy combatant= someone else who wears uniform (recognized by state militaries) Discrimination- not all targets and participants in war are the same, you ought to distinguish them: principle of distinction: distinguish between combatants and civilians. Even rebel groups have to abide by this: civilian vs. military objects. Ex: ok to go after military base, but not school: direct attacks are only toward combatant and military forces. Proportionality- the bad you do in war should be proportional to the intentions of war: ex: get rid of all assad but don"t use nukes on entire country, force=intention. Now we use it s a global military, political, conceptual struggle- targeting both orgs designated as terrorists and regimes accused of supporting them.
