Article ii, section 3: presidential responsibilities. To inform congress of state of the union, make legislative recommendations. To take care that the laws be faithfully executed . With explicit responsibilities come inherent powers: explicit responsibility. To give congress information and recommend action. To execute the laws faithfully: inherent power. To make foreign policy, act as head of state.
