Ordered them to disarm & put away their weapons. Elites of the city --> police, judges, academic scholars, pubic admin workers, artists. Tell them wives had been raped & children had been killed. Goal was that they would be so terrorized that they would never want to come back let alone live and look at christians. Occurred in one discrete location one town/area. In eastern bosnia 10 miles from serbian border. 60,000 people population doubled since war started. Didn"t allow for un to go in with supplies but were allowed to go there. When un tried to leave they held them hostage and then he decided to stay. July 1995: serbs took over after and the un was not able to protect them. However un & nato did not take any courses of action to stop a serbian attack and there were many warnings that they were going to attack eventually.
