David wilmot: penn north democrat who said slavery should not be permitted in spoils of war land. But didn"t like even more the growing power of southern class. Free soil party: (another 3rd party popup) angry northern democrats. Who weren"t abolitionists but against slavery for south"s economic sake. Utah, new mexico territory would decide from themselves. The fugitive slave law and the nationalization of slavery. 1893: congress strengthened act by creating new federal bureaucracy. Official s paid for every alleged fugitive slave they sent back.
