African americans cannot operate or manage anywhere or anything with. Section 4: coverage formula for section 5. Section 5: states determined via the formula in section 4 to be in violation of the voting rights are subject to pre-clearance requirements by the federal government in order to make chances in voting practice. Vra preclearance formula is outdated and does not accurately reflect current reality. Racism is no longer a barrier to voter access. State"s rights are being unjustly infringed upon. Historical reference: due to the vra, our nation has made great strides. The law has done its job and remains necessary. First generation barriers have been eliminated (poll tax, literacy tests) Second generation barriers still exist (gerrymandering, voter id laws, reducing polling places)
