Limits to how many mexicans could come. Had to pay a bribe to mexican official to get into program. Employers preferred undocumented workers (they didn"t have to pay them minimum wage) 1 state where braceros were not allowed: texas, had a history of hostility, racism, and mistreatment. Program was extended until 1964 (ww2 ended in 1945), extended for subsidized cheap labor. No coincidence why cesar successfully organized farm workers when bracero program ended.
