The privilege of opening the first trial in history for crimes against the peace of the world imposes a grave responsibility. The wrongs which we seek to condemn and punish have been so calculated, so malignant, and so devastating, that civilization cannot tolerate their being ignored, because it cannot survive their being repeated. For power to pay that tribute to reason, we must submit great enemies wh have conducted great crimes to the subject of law. Allow the court to act in pretty broad range of places - either the territorial state or state of the nationality of accused that has accepted court"s jurisdiction. Only deals with most serious crimes such as genocide, crimes against humanity, war crimes, and crimes of aggression. It is meant to be a court of last resort. The icc only intervenes if it is not being adequately dealt with at the national level.
