In the absence of sry (the region is important, not saying in the absence of y: the inner layers (medulla) develops into ovaries, testes and ovaries, more alike than different. If it turns into ovaries, the other tissue is still there, the difference is a matter of quantity: wolffian duct, mullerian duct, after gonads differentiate, tubular systems either develop or degenerate. Inhibits development of mullerian system: that"s why there is no mullerian system for males.
