Implication: will see more very bad outcomes in dictatorships. "the policy of letting a hundred flowers bloom and a hundred schools of thought contend is designed to promote the flourishing of the arts and the progress of science. Challenge: lack of physical infrastructure, skilled human capital. But based on fewer workers due to shifting labor for industry.
