Made up about 76% of the population. A lot of them wanted to be slave owners: enslaved population. Various views of reconstruction: political reconstruction. Mo had a split government but was never recognized as a state that succeeded from the union. If a state that had succeeded, if you could find 10% of adult white males that were willing to take an oath of allegiance to the union then they would be let back in. Wade-davis bill (1864) wants 51%, not 10% --does to become a law: events in 1865.
