Anti-Bias Education
• ABE or Anti-Bias Education fully embraces diversity and is committed to eliminating
prejudice and ensuring equal opportunity for all.
o Trace roots to Brown vs Brown (1954)
• Resources

o NAEYC code of ethics
o Book – “Anti-Bias Curriculum-Tools for Empowering Young Children”
o Book – “Anti-Bias Education for Young Children and Ourselves”
• These resources assist a program put the spotlight on commitment to equity, social justice
and may require revision or fine tuning to a program’s core values, mission and vision.
Standards: Describing What Children Are Expected to Know and can Do
• At 1989 Educational Summit participants agreed to embark on six National Educational
Goals.
o These were designed to increase the rigor of schools
o Each state was called upon to create goals for the education of their children
o These goals were incorporated into Goals 2000: Educate America Act
o This is the beginning of the standards movement
• In 1998 with the reauthorization of Head Start these goals were applied to preschoolers to
provide the educational accountability for young children.
o Head Start Child Outcome Framework
• 2002 – Good Start, Grow Smart expanded on this framework
o States embarked on Early Learning Guidelines – set of expectations and
guidelines or developmental milestones
ELGS – Early Learning Guidelines
• Describe what young children should know and can do before they enter kindergarten
• Describe children’s dispositions toward learning
• Are appropriate for all age groups (infants, toddlers and preschoolers) for children with
disabilities or developmental delays, for children who are exceptionally bright; and dual
language learners
• Describe what children need to know and can do to be ready for school success
• Are developmentally, culturally, and linguistically appropriate.
Curriculum
• Early childhood curriculum should:
o Be thoughtfully planned
o Promote active learning
o Be comprehensive, challenging, and engaging
o Be developmentally appropriate
o Be individualized and adapted to meet each child’s needs
o Be culturally and linguistically responsive
o Provide opportunities for learning as part of regular routines.
