Latin was still around in the 1815 and was language of the roman catholic church and of the universities. In countries iwth multiple languages they used latin as universal communication. For ex poland, hungary 11th century till 1844, language of the enlightenment, language of diplomacy, last major peace treaty written in latin was 1738 treaty of vienna. Around the second half of the 18th century a proposition was put forward who aked the question why can"t you make it with your own language. First kernal of nationalism, we all speak the same language so you can create a national consciousness. Middle class (bourgeoise) claimed the real representatives of the people.
