Khitan is a linguistic reconstruction from the chinese word qidan ( ) Abaoji and the founding of liao (907-1125) Abaoji (r. 907-926) of the yelu clan, united 8-10 khitan tribes to form a federation, then secured control of the whole northern steppe region. Abaoji organized a formal ceremony in which he assumed the throne and a reign title, contravening khitan custom of selecting leaders. Abaoji also established a capital city at shangjiang (in modern inner mongolia) Liao chosen for state name after the liao river, where the khitan originated. Dual administration: an innovation by the khitan state of liao. Liao state divided between khitan and chinese populated regions. Southern-facing government administered chinese settled areas in north china (nominally a civil bureaucracy)
