Solution: take all the land in italy, owned by the state, and divide it amongst the poor poor could provide for their families and become eligible to serve in the army. Senate will always reject anything that might help the poor. Tiberius does something unprecedented by ignoring the senate and takes his ideas directly to the tribal assembly. Tribunes were allowed to do this but never wanted to cross his senators people vote yes. Senate, even those who supported tiberius, we angered.
