Wealthy western countries have long dominated the global system. These global hierarchies feed into global governance and civil society. Note the declining proportion based in western europe and north america. In a national democracy, we elect our governments. Being guaranteed a vote as a citizen offers some accountability. If enough people don"t like what the government does, it will be voted out.
