When one problem combines with another problem, the outcome may not be a double problem but a super problem. Chris bright in chapter 2 of state of the world 2000 titled his work anticipating environmental. Surprise". he began by stating that the process of environmental decline might be more comfortable if the process of decline was gradual and predictable. but it is often not either gradual or predictable. The gradual nature of global warming came to the attention of experts in relationship to the potential for more powerful hurricanes, but not to the general public. The timeframe of global warming did not correspond to the time that decisions were made about the strengths of rebuilt levies. Experts were aware that wetlands were being lost at the rate of one football field a day. The point is there were a series of problems that became a super-problem in new orleans.
