Mill is concerned with what is the nature of limits on the power that can be exercised by society over the individual. It is clear in the case that before you can answer mills problem, you have to answer. Mills says that this is not just the protection of the minority against the tyranny of the magistrate. There are many things that we want to do but we hesitate because of what other people will do. Ex: there was a girl who wore a dog collar and twirled a pencil with razor blade on the end. It got to the point where people moved out of the way when people sat next to her. Ex: the dominant view is to support gay marriage. Those who express otherwise are shunned down by society. Environments change to what is okay and what is not ***** Talks about the impossibility of knowing what is right mill worries about this.
