States send signals of their power, we could"ve dropped this to send a message to north korea. The ability to bend other"s interests to conform to their own. This could be a test/ message or both. These are the basic structures of the state!!! Rulers know that there is a limit to what they can ask; if they push too hard, subjects will resist, or even rebel. High levels of inequality lead to people stopping to follow the rules of the state, if this happens, then the state ceases to exist . Ideally there is a balance between rulers and subjects. There is a direct correlation between command/laws with consent. You should be able to intuit that fear, by itself, cannot be basis for consent.
